Unicode::UTF8 - Encoding and decoding of UTF-8 encoding form

This module provides functions to encode and decode UTF-8 encoding form as specified by Unicode and ISO/IEC 10646:2011.

089f5005c5 Lucas Holt converters/p5-Unicode-UTF8: new port (#705)
New port: `converters/p5-Unicode-UTF8` 0.62 — encoding and decoding of the UTF-8 encoding form as specified by Unicode and ISO/IEC 10646:2011. ## Why `mail/sympa` 6.2.76 adds this as a dependency, and it is not optional. `src/cgi/wwsympa.fcgi.in:1909` calls it unguarded inside the request-parameter loop: ```perl unless (Encode::is_utf8($v) or Unicode::UTF8::valid_utf8($v)) { ``` Perl short-circuits `or`, so any parameter lacking the UTF-8 flag reaches that call and dies with an undefined-subroutine error. FASTCGI is default-on, so sympa's web UI is affected in the default configuration. (Upstream's `cpanfile` files it under an optional `safe-unicode` feature, but that code path isn't guarded.) The sympa 6.2.76 bump is blocked on this port. ## Import notes …
