Description

Netscape Portable Runtime (NSPR) provides a platform-neutral API for system level and libc like functions. The API is used in the Mozilla client, many of Netscape/AOL/iPlanet's and other software offerings.

## Summary - update NSPR from 4.38.2 to 4.39 - regenerate `distinfo` - update the optional test harness for the 4.39 `runtests.sh` interface - correct the test-library symlink direction so the test binary remains intact NSPR 4.39 is required by NSS 3.126. ## Validation - `bmake makesum` - `bmake patch` - `bmake` - `bmake fake` - `bmake package` - `bmake check-license` - clean TEST-enabled build with `OPTIONS_SET_FORCE=TEST` - full NSPR test suite: all listed tests passed - `portlint -C`: no fatal errors; pre-existing style and patch-generation warnings remain ## Summary by Sourcery Update the NSPR port to version 4.39 and adjust related test harness and symlink handling.
