Import ExtUtils::HasCompiler 0.025 from FreeBSD to provide compiler detection for Perl modules that need it. Register the port in devel and adapt the maintainer and license identifiers for MidnightBSD. Validation: check-license, makesum, patch, build, fake, package, and all four tests passed on MidnightBSD 4.0 amd64. The generated packing list matches the imported file entries. Portlint reported no errors and one maintainer-mode warning. ## Summary by Sourcery Add ExtUtils::HasCompiler 0.025 to the devel ports collection. New Features: - Add the p5-ExtUtils-HasCompiler port to provide Perl modules with compiler detection support.
