devel/py-awscli: update to 1.42.44 (#1326)

Follow-up to #1290 / #1270. The in-tree `py-awscli` was 1.29.81, pinned upstream against `botocore==1.31.81`, while the tree now carries botocore 1.43.95. This brings it to 1.42.44, the version FreeBSD ports carries. ### Changes - `PORTVERSION` 1.29.81 → 1.42.44, `PORTREVISION` dropped. - `RUN_DEPENDS` floors raised to match upstream `install_requires`: botocore 1.31.35 → 1.40.44, s3transfer 0.6.0 → 0.14.0, docutils 0.10 → 0.18.1. - `files/patch-awscli_help.py` (the `mandoc -man` fix) still applies cleanly and is unchanged. ### Pins not expressed Upstream 1.42.44 sets upper bounds the tree does not satisfy: `botocore==1.40.44` (tree has 1.43.95), `s3transfer<0.15.0` (0.19.2), `docutils<=0.19` (0.21.2), `rsa<4.8` (4.9). www/py-boto3, devel/py-botocore, net/py-s3transfer: update to 1.43.95 / 0.19.2 (#1290)

Closes #1270. The AWS SDK ports were well behind upstream, blocking Python ports that have picked up a recent `boto3` floor — `ai/py-litellm` had to stop at 1.91.4 because 1.98.0+ requires `boto3>=1.43.1`. ### Updates | Port | Old | New | | --- | --- | --- | | `net/py-s3transfer` | 0.13.0 | 0.19.2 | | `devel/py-botocore` | 1.38.22 | 1.43.95 | | `www/py-boto3` | 1.38.22 | 1.43.95 | These are in one branch because they are mutually unsatisfiable apart: boto3 1.43.95 requires `botocore>=1.43.95,<1.44.0` and `s3transfer>=0.19.0,<0.20.0`. ### Changes beyond version/distinfo - `www/py-boto3`: `RUN_DEPENDS` s3transfer floor 0.13.0 → 0.19.0, matching upstream. - `devel/py-botocore`: regenerated `files/patch-setup.py` and …
