Lucas Holt | devel/rubygem-opentelemetry-helpers-sql-obfuscation: add build dependency (#1525) Fix Magus run 648 port ID 2265041. Preserve the runtime OpenTelemetry
dependency as a build dependency so fake QA can validate the gem
requirement. Validation: target build, fake, and package completed; git
diff --check and portlint passed without fatal errors. Full dependency
installation is locally blocked by missing ruby33-gems package metadata.
Analyzer assessment: partially supported because RUN_DEPENDS already
existed and BUILD_DEPENDS was the missing phase.
