b2215f0a2b Lucas Holt devel/rubygem-opentelemetry-instrumentation-concurrent_ruby: add build dependencies (#1537)
Fix Magus run 648 port ID 2265066. Make the existing runtime gem dependencies available during fake-stage QA. Validation: target patch, build, fake, and package completed with NO_DEPENDS=yes because this host lacks ruby33-gems package metadata; git diff --check passed and portlint has no fatal errors. Analyzer assessment: partially supported because it identified the missing gem but not the build-phase dependency declaration. ## Summary by Sourcery Enhancements: - Make the existing OpenTelemetry base gem dependency available during the build phase for fake-stage QA.
