9a2d0d7a73 Lucas Holt devel/rubygem-opentelemetry-instrumentation-ethon: add build dependencies (#1541)
Fix Magus run 648 port ID 2265070. Make the existing runtime gem dependencies available during fake-stage QA. Validation: target patch, build, fake, and package completed with NO_DEPENDS=yes because this host lacks ruby33-gems package metadata; git diff --check passed and portlint has no fatal errors. Analyzer assessment: partially supported because it identified the missing gem but not the build-phase dependency declaration. ## Summary by Sourcery Bug Fixes: - Make the existing OpenTelemetry instrumentation base gem dependency available during the build and fake-stage QA phases.
