graphics/py-cairosvg: update to 2.9.0 (#1370)

Update CairoSVG to 2.9.0 and switch to PEP 517 packaging. Validation: bmake makesum, patch, build, fake, package, check-license, and pytest (7/7). The mport test target was run with an isolated temporary PYTHONPATH containing the declared runtime dependencies; all 7 tests passed. Removed PORTREVISION per version-bump policy. The post-patch metadata normalization is required because the upstream wheel uses CairoSVG capitalization while mport installer/strip_RECORD expects the normalized cairosvg name. ## Summary by Sourcery Update the CairoSVG port to 2.9.0 with modern Python packaging support and compatible package metadata.
