patches kept their 1.26-era context. Most still applied with an offset;
one did not apply correctly.
## The bug
`patch-gst-libs_gst_codecs_meson.build` wraps the codecs library in `if
get_option('codecs').enabled()` and closes it with an `endif` at the end
