This is Net-SNMP (previously known as "ucd-snmp").

net-mgmt/net-snmp: use base libpcap (#1519)

Fix the net-snmp package dependency failure behind Magus run 648 port IDs 2268727, 2268733, 2268734, 2268751, and 2268752. MidnightBSD provides libpcap in the base system, so do not record a package dependency on net/libpcap. Validation: patch, build, fake, and package completed; git diff --check passed. Portlint findings are pre-existing. ## Summary by Sourcery Bug Fixes: - Stop net-snmp from declaring an unnecessary net/libpcap package dependency when using the base-system libpcap. net-mgmt/net-snmp: drop the bogus elfutils dependency

MidnightBSD 4.x ships libelf in base, so the LIB_DEPENDS check is satisfied by /usr/lib/libelf.so and devel/elfutils is never installed -- but the origin is still recorded in the package, so installing net-snmp fails: net-snmp-5.9.5.2_2,1 depends on shared library: libelf.so - found (/usr/lib/libelf.so) mport.install: install failed: net-snmp depends on elfutils, which is not installed. That broke net-mgmt/php82-snmp through php85-snmp, which build net-snmp as a dependency. FreeBSD's net-snmp declares no libelf dependency either.
