sysutils/logstash8: update to 8.19.23 OSS with BSD runtime fixes (#1789)

Update sysutils/logstash8 from 8.19.15 to 8.19.23 using the Apache-2.0 OSS archive so the package can be redistributed. The previous default archive includes the legacy Elastic License Agreement. Document the removal of X-Pack monitoring, centralized pipeline management and the elastic_integration filter in UPDATING and the upgrade message. Require Java 21 and pass the configured Java home and options through LS_JAVA_HOME and LS_JAVA_OPTS. Rebuild the affected JRuby/JFFI/JNR platform classes from checksummed matching sources to support MidnightBSD without changing os.name. Select the existing FreeBSD native resources, fix the post-FreeBSD 12 stat buffer layout, and patch both FFI Ruby copies and libfixposix platform selection. Preserve all other JAR entries and native resources. …
