c6cdf29a79 Lucas Holt sysutils/rubygem-chef-config: fix fake-qa dependencies
Add the runtime gem dependencies to BUILD_DEPENDS so fake-qa can validate the generated gemspec during staging. Use an exact chef-utils dependency to match the gemspec and avoid the local resolver's unsupported combined version expression.
