Fix Hevea build with OCaml 4.05 (#1563)

Backport compatibility for OCaml 4.05, use the working HTTPS master site, and add the port's QPL license metadata.\n\nValidation: full clean package including OCaml dependency build; portlint -C (warnings only); git diff --check. ## Summary by Sourcery Restore Hevea port builds with OCaml 4.05 and update its distribution and licensing metadata. Bug Fixes: - Restore Hevea compatibility with OCaml 4.05. Enhancements: - Update the Hevea source location to its current HTTPS distribution site. Chores: - Add QPL 1.0 license metadata to the port.
