9b080f2518 Lucas Holt Add responders GitLab build dependencies (#1582)
Fix Magus run 648 port ID 2271370 by making the GitLab Action Pack and Railties gems available during fake-stage gemspec QA. Analyzer assessment: partially supported. The raw log and local framework behavior establish that the declared runtime dependencies must also be build dependencies. Validation: - clean bmake package NO_DEPENDS=yes with an isolated dependency gem path - portlint -C (no fatal errors) - git diff --check ## Summary by Sourcery Bug Fixes: - Make the GitLab Action Pack and Railties gems available during fake-stage gemspec QA by promoting the runtime dependencies to build dependencies.
