Lucas Holt | x11-toolkits/rubygem-gsk4: enforce gem dependency versions (#1178) The 4.3.7 gemspec requires GDK4 and Graphene1 exactly at 4.3.7. Use
ranges that accept port revisions without admitting a different gem
release.

Lucas Holt | x11-toolkits/rubygem-gsk4: add port (#1173) Adds the pure-Ruby GSK 4 GI binding required by Ruby GTK4.
Imported from local FreeBSD ports and adapted for MidnightBSD
identifiers/maintainer. It has no FreeBSD 14+ gate or native extension.
Runtime dependencies are exact GDK4 and Graphene1 4.3.7 bindings; this
PR should merge after
[#1172](https://github.com/MidnightBSD/mports/pull/1172).
Validation: makesum, patch, build, fake, package, test target,
check-license, source portlint (0 fatals), diff check, and staged Ruby
3.3 GSK GI load.
