0366c29d39 pin devel/rust-bindgen: add clang dependency
Use the clang-sys crate which reuqires clang at least as TOOL_DEPENDS. Although, in this cases it looks for libclang at run time - reported by he@ Moreover, rust-bindgen no longer works with e.g. clang19, so require 21.
