Functions for server command-line arguments used by humans

Description

Path-and-address resolves ambiguities for command-line interface applications with the following pattern

From pkgsrc-wip (no binary package):

cd /usr/pkgsrc/wip/py-path-and-address && make install clean

Ports that need it on the left, what it needs to run on the right; at most 8 of each. "Dependencies" below lists them all.
