Python build backend (PEP-517) for Meson projects.
It enables Python package authors to use Meson as the build backend for their packages.

Lucas Holt | devel/meson-python: update to 0.18.0 math/py-numpy 2.x requires meson-python >= 0.18.0. Bump the
pyproject-metadata requirement to >= 0.9.0 and packaging to >= 23.2 to match,
and add the sysutils/patchelf run dependency the newer backend uses.
The MidnightBSD-local meson-${PYTHON_VER} naming and the MESON make
environment override are kept.
