a599a2d1ad Lucas Holt devel/py-cffi: mark the py313t flavor BROKEN
cffi 2.1.0 refuses the free-threaded build of CPython 3.13 outright; upstream supports free-threading from 3.14 on. A USES=python version range cannot express this because python.mk strips the "t" suffix before comparing. The flavor is kept rather than removed from FLAVORS so that dependent ports such as security/py-cryptography still resolve py-cffi@py313t.
