fb95bce5a0 Lucas Holt graphics/py-gdal: update to 3.11.5 (#1954)
## Summary - Update graphics/py-gdal 3.8.4 -> 3.11.5 to match graphics/gdal 3.11.5. The bindings must match libgdal, and QGIS's Processing plugin needs `from osgeo import gdal`. - New lowercase PyPI sdist (`gdal-3.11.5.tar.gz`); build switched from distutils to pep517 (setuptools.build_meta), with setuptools and wheel in BUILD_DEPENDS. - `files/patch-pyproject.toml`: lowers `setuptools>=77.0.3` to `>=63` (our devel/py-setuptools) and changes `license = "MIT"` to the `{text = "MIT"}` table form setuptools 63 accepts. - setuptools 63 names the wheel and dist-info `GDAL-*`. `PEP517_INSTALL_CMD` installs that wheel, then renames the dist-info to `gdal-3.11.5.dist-info` (same approach as deskutils/py-send2trash). - NUMPY is now on by default (numpy>=2 at build time, as in FreeBSD). …
