Add httpx2 2.16.0 for the newer HTTP client stack, with Python 3.11 and newer support. Validation: makesum, check-license, patch, build, fake, package, and a mock HTTP GET passed using staged uv-dynamic-versioning 0.14.1 and httpcore2 2.16.0. Package metadata records all eight runtime dependencies. Portlint: 0 fatal errors. Companion dependency PRs: uv-dynamic-versioning #2075 and httpcore2 #2084. The installed uv-dynamic-versioning 0.14.0 must be updated before a normal build. ## Summary by Sourcery Add the httpx2 2.16.0 port and its runtime and optional feature dependencies.
