314a76723b adam py-rfc3339: updated to 2.1.1
2.1.1 (2026-10-10) - Drop support for (and cease testing on) Python 3.9 and 3.10. Begin testing on Python 3.14 and 3.15. Remove a workaround for fractional seconds on Python versions prior to 3.11. - Replace ``flake8``, ``isort``, and ``black`` with ``ruff``; correct failing ``ruff`` lints and reformat codebase.
